The Health, Safety & Environmental Advisor’s (HSEA) is responsible for ensuring that the necessary Health, Safety and Environmental (HSE) processes are in place to provide a safe and healthy working environment for all our employees to work in whilst ensuring total compliance with all relevant legislation and/or statutory provisions.

This will involve ensuring management, employees and contractors comply with the correct operation of the established systems and developing company policies and improvement plans to achieve best practice with respect to issues in all company operations.

The HSEA is the source of technical expertise within the business for health, safety & environmental matters and provides practical support, training and leadership to all parts of the company as necessary.  As well as the technical aspects of the role, the HSEA will work to develop a continuous improvement culture within the business by promoting methods that build employee understanding, engagement and direct involvement in health, safety & environmental activities.

Applications from suitably qualified ex-military personnel (Royal Air Force, Royal Navy, British Army, Royal Marines) will be particularly relevant for this position but other qualified candidates are encouraged to apply.

Major Accountabilities and Key Responsibilities

Operating System:

  • Ensure the company meets all current and future statutory HSE requirements.  Anticipate and review changes to legislation and incorporate any updates into the HSE management system when required.
  • Maintain our HSE management system to achieve continuous certification to the relevant international standards for the company (ISO14001, OHSAS18001/ISO45001) and supplier standards required by specific customers.
  • Engage management and employee support to ensure our HSE management system is the way we work and underpins both the certification and continual improvement of this system.
  • Lead and facilitate internal and external (customer and third party) audits and inspections.
  • Plan and operate an on-going management system internal audit programme.
  • Ensure non-conformances and corrective actions are addressed in an appropriate and timely manner.
  • Support the supply chain function to maintain an effective HSE supplier approval and management process, including conduct of audits and inspections at supplier’s sites as required.  Also to form proactive relationships with suppliers to improve their HSE performance in order to achieve our business goals.

Operational:

  • Work collaboratively with managers to support their HSE requirements by providing appropriate technical advice to the required business areas.  Ensure prompt action is taken to allow PB to meet all its moral, legal, corporate and contractual obligations.  Identify any deficiencies and assist managers to address any gaps quickly.
  • Ensure HSE risks across the business are identified and arrangements put in place to mitigate these risks as far as is reasonably practical.  Ensure the required risk assessments are in place.
  • Determine the required occupational health and environmental monitoring regimes and ensure these are effectively implemented and documented.
  • Ensure that appropriate procedures for the reporting and investigation of accidents, incidents, and near misses are implemented and effectively utilised in order to promote organisational learning and prevent recurrence.
  • Maintain processes to ensure HSE records are retained for the required timescales.

Training:

  • Responsible for ensuring that expert guidance, professional advice, support and assistance is provided on HSE matters.
  • Determine and record the required HSE competencies for employees to perform their duties.  Provide timely suitable technical training as needed to ensure internal and external stakeholders have sufficient and up to date skills to perform their duties with respect to HSE requirements.  Ensure training records are maintained.
  • During their induction, ensure all new employees are aware of their responsibilities with respect to the Qualifications.

Essential:

  • NEBOSH National General Certificate in Occupational Health and Safety (Credit or above)
  • IEMA Certificate in Environmental Management
  • Membership of a relevant professional body
  • Auditor trained (ISO14001 and OHSAS18001/ISO45001)

Desirable:

  • Lead Auditor trained (ISO14001 and OHSAS18001/ISO45001)
  • Lead Auditor /Auditor trained (ISO9001)

Core Competencies – Technical Knowledge, Personal Skills and Experience

The position requires an effective organiser with strong influencing skills and a commitment to continuous HSE improvement.

Technical Knowledge

Essential:

  • In-depth knowledge of HSE legislation, requirements and best practice
  • Ability to perform risk assessments and conduct accident/incident investigations
  • Implementation, management and improvement of HSE business management systems
  • Rigorous and methodological approach to root cause analysis and problem solving
  • Strong engineering background in a relevant industry (knowledge of machinery, tools, manufacturing processes and service & commissioning work)
  • Ability to understand, analyse and recommend action from statistical data
  • Capability to plan, monitor and execute projects through to completion

Desirable:

  • Ability to train employees on subject matter within the scope of this role
  • Experience of implementing and/or operating an integrated management system

Experience

  • Proven experience in a HSE technical advisor role
  • Proven ability to implement, maintain and improve HSE systems and performance
  • Experience of auditing ISO14001 and OHSAS18001/ISO45001 with external bodies
